Open-water storm, changing structure

The National Hurricane Center continued advisories for Tropical Storm Norbert on 14 September. Its assessment placed the storm over the eastern Pacific and expected it to weaken as its circulation encountered less favorable conditions. Satellite and scatterometer observations showed an asymmetric wind field in recent discussions. A burst of thunderstorms near the center does not by itself prove that the whole cyclone has strengthened.

What to watch

A tropical storm can retain strong gusts and rough seas while its sustained-wind classification falls. The NHC archive records each advisory's position, wind estimate and forecast so that a reader can compare changes without mixing forecasts from different issue times. The track estimate is a probability-based forecast, not a fixed route.
