A possible low, not a confirmed cyclone
PAGASA's weekly outlook issued 11 September described a possible low-pressure area emerging east of Luzon around 14–15 September. Its trough could bring cloudy skies with scattered rain and thunderstorms to the Bicol Region, Northern Samar and Quezon. “Possible” matters: formation, track and intensity can change, and a low-pressure area is not automatically a tropical cyclone.
Local flooding can precede a name
Scattered thunderstorms can produce bursts of heavy rain even when a weather system never becomes a named storm. For residents, local rainfall warnings and river conditions are more relevant than whether a cyclone name has been assigned. PAGASA said the weekly outlook would be updated if the forecast changed significantly.
